Mr. Philip Baxter is a Senior Research Associate with the James Martin Center for Nonproliferation Studies and a PhD Candidate in International Affairs, Science, and Technology at the Georgia Institute of Technology. His work focuses on issues of strategic stability, deterrence, and nonproliferation. Previously, he served as a Nonproliferation Fellow with the National Nuclear Security Administration where he managed the implementation of threat reduction programs, and as a program analyst at the National Defense University where he developed course curriculum for the education of nonproliferation and nuclear security for international military officers.
